The French Parliamentary Permacrisis: The Dawn of a Fresh Governmental Era

In October 2022, when Rishi Sunak assumed office as British prime minister, he was the fifth British prime minister to take up the position in six years.

Triggered in the UK by Britain's EU exit, this signified exceptional governmental instability. So how might we describe what is unfolding in the French Republic, now on its sixth premier in 24 months – three of them in the last ten months?

The latest prime minister, the newly reinstated Sébastien Lecornu, may have secured a temporary reprieve on that day, sacrificing Emmanuel Macron’s flagship pensions overhaul in exchange for opposition Socialist votes as the price for his government’s survival.

But it is, in the best case, a temporary fix. The EU’s second-largest economy is trapped in a ongoing governmental crisis, the scale of which it has not experienced for decades – perhaps not since the establishment of its Fifth Republic in 1958 – and from which there appears no easy escape.

Governing Without a Majority

Key background: ever since Macron called an risky early parliamentary vote in 2024, France has had a hung parliament separated into three opposing factions – left, the far right and his own centrist coalition – none with anything close to a majority.

Simultaneously, the country faces twin financial emergencies: its debt-to-GDP ratio and deficit are now nearly double the EU limit, and strict legal timelines to approve a 2026 budget that at least begins to rein in spending are approaching.

Against that unforgiving backdrop, both the prime ministers before Lecornu – Michel Barnier, who served from September to December 2024, and François Bayrou, who held the position from December 2024 to September 2025 – were removed by parliament.

In September, the president appointed his trusted associate Lecornu as his new prime minister. But when, just over a fortnight later, Lecornu presented his government team – which turned out to be largely unchanged from before – he faced fury from both supporters and rivals.

To such an extent that the next day, he resigned. After only 27 days as premier, Lecornu became the briefest-serving prime minister in recent French history. In a dignified speech, he blamed political intransigence, saying “party loyalties” and “personal ambitions” would make his job virtually unworkable.

Another twist in the tale: just hours after Lecornu’s resignation, Macron asked him to stay on for two more days in a last-ditch effort to salvage cross-party backing – a mission, to put it gently, filled with challenges.

Next, two of Macron’s former PMs publicly turned on the struggling leader. Meanwhile, the right-wing RN and leftist LFI declined to engage with Lecornu, vowing to reject all future administrations unless there were snap elections.

Lecornu persisted in his duties, talking to everyone who was prepared to hear him out. At the conclusion of his extension, he went on TV to say he believed “a path still existed” to avoid elections. The leader's team confirmed the president would appoint a new prime minister 48 hours later.

Macron honored his word – and on that Friday reappointed Sébastien Lecornu. So this week – with Macron commenting from the wings that the nation's opposing groups were “fuelling division” and “solely responsible for this chaos” – was Lecornu’s critical test. Would he endure – and is he able to approve the crucial budget?

In a critical address, the 39-year-old PM spelled out his budget priorities, giving the Socialist party, who oppose Macron’s unpopular pension overhaul, what they were waiting for: Macron’s flagship reform would be frozen until 2027.

With the right-wing LR already on board, the Socialists said they would not back no-confidence motions proposed against Lecornu by the far right and radical left – meaning the government should survive those ballots, scheduled for Thursday.

It is, however, by no means certain to be able to approve its €30bn austerity budget: the PS clearly stated that it would be seeking more concessions. “This move,” said its head, Olivier Faure, “is just the start.”

A Cultural Shift

The issue is, the greater concessions he makes to the left, the more opposition he'll face from the right. And, like the PS, the right-leaning parties are themselves divided over how to handle the new government – some are still itching to topple it.

A glance at the parliamentary arithmetic shows how difficult his mission – and longer-term survival – will be. A combined 264 lawmakers from the far-right RN, radical-left LFI, Greens, Communists and UDR want him out.

To achieve that, they need a 288-vote majority in parliament – so if they can convince only 24 of the PS’s 69 deputies or the LR’s 47 representatives (or both) to vote with them, Macron’s fifth unstable premier in 24 months is, similar to his forerunners, toast.

Few would bet against that happening sooner rather than later. Even if, by an unlikely turn, the divided parliament summons up the collective responsibility to approve a budget this year, the outlook afterward look grim.

So is there a way out? Early elections would be doubtful to resolve the issue: polls suggest pretty much every party bar the RN would see reduced representation, but there would still be no clear majority. A fresh premier would confront identical numerical challenges.

Another possibility might be for Macron himself to step down. After winning the presidential election, his successor would disband the assembly and hope to secure a parliamentary majority in the following election. But this also remains unclear.

Polls suggest the future president will be Marine Le Pen or Jordan Bardella. There is at least an odds-on chance that French electorate, having elected a far-right president, might reconsider giving them parliamentary power.

In the end, France may not escape its predicament until its politicians accept the new political reality, which is that decisive majorities are a thing of the past, absolute victory is obsolete, and compromise is not synonymous with failure.

Numerous observers believe that cultural shift will not be feasible under the existing governmental framework. “This is no conventional parliamentary crisis, but a crise de régime” that will prove anything but temporary.
